A YouTube video (17:15) starts with a single-note melody, then a lecture in Italian, interspersed with a photo of the keyboard at about 2:15; bells at 12:15 (in 3 to 5 levels); music resumes at 12:50 (melodies only), with exterior view showing that the lower belfry has internal shutters that open to make bells visible and audible; very rarely a single harmony note is included.

The Italian Wikipedia article about the town says this:
  Feast of the Crucifix:  it is the most important religious festival of the castle community, second only to Easter and Christmas.  The festival, which has been held continuously since 1629 every fifth Sunday of Lent, is dedicated to the ancient image of the Crucifix venerated by the castellans since 1543.  On the day of the festival the community gathers in Piazza XX Settembre, overlooked by the eighteenth-century sanctuary of Crucifix.  Mass is celebrated, then the sacred image is taken from the sanctuary, where it is kept, and is carried in procession through the streets of the historic centre.  A group of 55 bells are installed on the bell tower overlooking the central square, which are operated remotely using a special keyboard.  It is an invention of a castellan, Giulio Gollini, created in 1930.  On the day of celebration, the traditional "Crucifix market" is also held in the streets of the city;
