Pages from the state of Minnesota and the Minnesota Historical Society indicate that while the state owns the entire property (Fort Snelling State Park, including the Memorial Chapel), the historical society administers the fort itself.  The former has a photo of the chapel front and another of the tower, but this chime is not mentioned.
